NEOM
NEOM is the most ambitious giga-project of the Vision 2030 era — a 26,500 square-kilometre region in north-western Saudi Arabia that comprises The Line, Trojena, Sindalah Island, and Oxagon. Among consultancies operating in the Kingdom, very few can claim active engagement on it. ISG delivered a Sustainability Implementation Plan (SIP) during the design phase of NEOM, contributing to the underlying sustainability framework that NEOM developments are built against.
What a Sustainability Implementation Plan does
A SIP is the operating document that translates a project's high-level sustainability ambitions into something contractors, designers, and project managers can actually execute. It defines targets, metrics, governance, audit cadence, and the chain of accountability from design through handover. On a giga-project the size of NEOM, the SIP is the bridge between the corporate-level ESG narrative and what gets built on site.
For an undertaking of NEOM's scale, the SIP has to coordinate sustainability commitments across multiple districts, dozens of design consultancies, and a multi-decade construction horizon. The plan has to be specific enough to direct daily decisions, and flexible enough to survive the inevitable scope changes a giga-project goes through.
Why NEOM matters
NEOM is the centrepiece of Saudi Arabia's economic diversification strategy. The Line — a 170-kilometre linear city — and Trojena — the mountain tourism destination set to host the 2029 Asian Winter Games — are the two most-watched developments in the region. The sustainability claims attached to these projects (zero carbon, 100% renewable energy, regenerative design) are what international stakeholders, green bond investors, and the global press measure NEOM by.
Delivering against those claims requires a sustainability framework that can be applied consistently across districts and asset types. The SIP work feeds into that framework. ISG's contribution sits inside the design-phase planning that defines how the rest of the project is delivered.

NEOM and the Red Sea Project are the two most ambitious giga-projects in the Saudi pipeline.
