Site Visits and Documentation Review
To meet the Fundamental Commissioning criteria, a site visit is necessary to review the contractor's completed checklists for each major system type. This ensures that all systems are installed correctly and are ready for functional performance testing. During this visit, the commissioning agent should also witness the execution of these tests to confirm that the systems function as intended according to the project scope.
Meetings and Communication
The communication aspect of Fundamental Commissioning involves at least one meeting to discuss the review comments and the status of commissioning activities. This meeting is essential for aligning the project team's efforts towards achieving the desired outcomes and ensuring that any issues are addressed promptly.
Quality Assurance and Quality Control (QA/QC)
For QA/QC documentation, the Fundamental level requires a sample review of the completed contractor documentation, typically around 10%. This review helps in identifying any discrepancies early in the process, allowing for timely corrections and adjustments.
Operations and Maintenance Manuals
While not required at the Fundamental level, the Enhanced Commissioning level mandates the compilation of both a systems manual and an operations and maintenance manual. Training Programs and Post-Occupancy Reviews
At the Fundamental level, the training program is reviewed but not necessarily implemented. However, at the Enhanced level, the training program must be reviewed and confirmed as implemented, with its inclusion in the systems manual. Additionally, the Enhanced level requires a post-occupancy review, involving at least one in-person site visit with facility maintenance staff before the end of the warranty period.
Final Reporting and Documentation
Both Fundamental and Enhanced levels require the completion of LEED online documentation and the submission of a preliminary commissioning report. This report should summarize all commissioning activities up to the end of the construction phase, including the Owner's Project Requirements (OPR), commissioning plan, and other relevant reports.
